Alfred, it could be that someone has already removed the plug, or it may have never been installed. It is required on US models to make the emissions system "tamper resistant". Idea was to keep out the DIY (do it yourself) folks by covering the plug and requiring tools to remove the plug when needed. In theory, one is supposed to have a 2 or 4 exhaust gas analyzer and know how to use it to reset the carb to specifications after the repairs. That does happen on motor vehicles in many parts of the US, probably happens on "scooters" with the same probability of winning the lottery. Max
